The DLC itself has no issues, a lot of people are complaining about the "♥♥♥♥" update which came with this, so no matter if you have the DLC or not these complains would still be or not be relevant.
Now for what this DLC offers:

Espionage: Versus AI seems a bit useless except for gathering intel to know if deals and wars are worth doing. Against other players it's much more interesting as people are more likely do care about being spied upon and less likely to trade favors. This is a way to influence both these things

Custodian/Imperium: Fun makes the community even more interesting and is a way to elect someone to lead the protection of the galaxy, only problem I have found is that the AI doesn't seem to build ships for the Galactic Defense Force, a navy controlled by the Custodian that any empire in the community can build ships for.

Become the Crisis: Adds an actual way to become the crisis for those that already used to become the crisis anyway. Personally prefer the more diplomatic mega-alliance playstyle but I can definetly see the merits in it.

Shipset: As usual very minor but does look cool, with the blunt utilitarian look, brutalist almost. Fits into those more authoritarian military dictatorship feel.

All in all of the newer DLCs this is the best one and if you have Federations feels like an auto-buy.
