I've just been through the game file; the Villain for the first Adventure is the third item taken out of the Adventure B bag. If you can't find him, he's either been shuffled into another deck or been accidentally deleted from the save file. Recommendation is to start again from a clean save file.

The reason why he appears and then magically changes is the way TTS points to specific cards in an image file, the actual card occupies the same position in the image as the Villain.
