Regarding your comment for the HTC Vice price difference:

People from Europe keep forgetting that in the USA products are displayed without VAT. Ever been in the USA and ordered a burger in McDonalds for 99 cent? And then suddenly you are being charged $1.10? That's because in the USA they don't include VAT on their display prices.

The price of $599 is without VAT. If you purchase the HTC Vice in the US for $599, you will pay up to 10% more on checkout, depending on the state you live in and how much VAT the state adds.
Most EU countries have a VAT rate of 17% - 23%, and according the EU law, all prices must include VAT. The price of 699 Euro already includes the low end EU VAT of 17% (which adds up to ~700 Euro).

In other words, the price in the USA and Europe for the HTC Vice is almost identical (even up to 40 Euro cheaper in some EU countries), it's just that in the US they don't include the VAT until you are on checkout.
