You're lucky then (or there is some hidden requirement which I didn't met, maybe VNC tower?). I see you unlocked the "Boot Licker" one day before the "Municipal Services" achievement, and it's OK. Currently, there are three possibly glitched metro stations (if I recall correctly, these include Newalls Crossing, South Loop and Hayward Square ones), and each of them grant you an additional city alignment point per activation. It seems that you've activated at least the South Loop and Newalls Crossing metro stations before assigning the last of facilities, so that's why you earned the "Boot Licker" achievement so early. P. S. I was wrong about February 16 patch. On the web, there are topics about this achievement posted a few days later after the launch of the game.

I dunno what to tell you man.. The achievement unlocked right when I got to survivor level 7. I think something bugged out for me tho, because I'm currently sitting at survivor lv 7 and pk lv 2, unless that is intended. I thought that the latest patch broke it, not the feb16 one.

I know but it didn't unlock for me in a normal way. As I heard it's a common issue right now with this achievement staying locked but there was/is a workaround/bug; the achievement can pop up after joining a session of someone who already met the achievement requirements and got 7 city alignment points. I thought one cannot get this achievement in a normal way after February 16 patch but you somehow get it. How?

That achievement doesn't require co-op.
