Well do I have the game for you, I just finished going on a rampage for over 2 hours doing just that! Kill a small family of four, kill the cops that come to investigate and maybe you "accidentally" miss a few shots and kill some more civilians, who cares! Because you cant get tried for a crime if there is no one left to prosecute you.
