Pretty much nothing like the original game. Attempt at increasing the scale of a city resulted in the loss of an actual citybuilding process. The game now resembles more of a logistics puzzle, which at first overwhelms you with development tree options to the point of frustration, but once you learn them all, they appear to be linear and the gameplay becomes repetitive and boring. Thus you get stuck balancing a few resourses and engaging with very unsophisticated lawmaking mechanic, waiting for the story to progress and bring something interesting. But the story is very predictable, because it mostly follows the patterns of the first game. To sum it up, the game does not build up on signature elements of the previous one, but tries to replace them with something aesthetically similar but shallow at the core. Not recommended as a sequel, but could be played as a separate game, mediocre at best.
