Before deleting the game try these settings: in NVIDIA CONTROL PANEL for CS2 set this:
1) vsync enabled
2) if possible gsync enabled
3) Preferred refreh --> max possible for you monitor

in the game i have VSYNC, GSYNC AND REFLEX All enabled...the first trick of forcing vsync in nvidia control panel did the job and fixed my stuttering that i had with 450FPS
