Few months ago, Valve officially allowed users to use scripts to avoid recoil. So, they kind of allow cheating if your cheat do not modify the game (files and memory).

Is it fair to use it? No. Should it be banned? Yes. But, Valve officially said this is okay.
ps: I don't use it, and will never use it.
