The vanilla game is just a glorified map painter tbh (a bit like all paradox games), I've waited so long for some new content and all of the dlcs have been seriously lacking in content. Even if you mod it extensively, it still lacks core features that will come eventually behind a paywall. It is not worth the price it is given.
