Even though you have settings on EPIC those are being changed by the Engine.ini you are using which can change various graphics quality settings. What can happen here is you see in-game the settings are on epic but in reality the graphics quality is turned way down.

Next level of optimizing your PC:
Enable MSI Mode (Message Signal Based Interrupts) for GPU(default value) and for NVMe(High value) and USB host controllers(High value), Then Loading times are soo much faster and overall FPS including Input lat. is more stable Its can be maybe fix for someone. Its pretty Easy:
