At the time people thought they're boring, useless, and everyone assumed that valve is gonna add many more to the game. The bayonet frog specifically is expensive because for some time it wasn't censored in china and chinese people really liked that they can see bones (usually gore, death, skulls and bones are banned and censored in the chinese version) Top that with the fact it's the highest rarity patch from the operation, gives you it's awfully high price.
