Change steam id?
The change SteamID feature was implemented recently so it's still buggy.
Tried it myself and it seems that you aren't the only one.
Just wait for them to fix the problem for now :D

Are the other SEA servers moved?
Well, it really depends on your connection and shit.
I usually have normal ping at the rest at around 7PM when I'm the only one using the net :O
Nope. You're most likely PLDT, like me :O
PLDT is kinda inconsistent with other SEA Servers.
Your ping should be normal 10PM onward :<
