[Left 4 Dead 2 Server] Game Balance Change #1

On this update, we have some experience in balance gameplay. Where the Infected side are weak and need to change. We have some improvement on Infected side.

Double the amount of Common Infected.
Double the amount of Special Infected Spawn.
Increase Special Infected Spawn Interval.
Special Infected's Respawn Time now changed with Min 10 Seconds and Max 25 Seconds
Special Infected now has faster response

We're looking forward your feedback. Furthermore, might game balace still update in future.
