Personally I'll know like 3 days before if I can or not.

Why do you need to know how many people will be there? There will always be some fallouts and usually some unexpected turnouts. I would either make a poll on this date or on several dates. If it seems people will turn up we do it. If we had fun we can do another tourney at a later date to make sure everybody gets a chance.
