Most of decal images not showing in the backpack
A while ago, new decal tool images weren't showing (around a month this started to happen), but now, only decal tools that have TF2 Pallet Color is showing on the backpack page.

Here is an example:

Page 1 and Page 12

Although, clicking on the item and viewing the Item Page will show the full size of the Decal Image.

I'm fairly certain I know what the root cause of this is, but I'll have to poke around first.

I'll get back to you when I have a fix.
