using Steam music in games like Garry's mod or ARMA 3 causes them to freeze for a bit and then crash to desktop
this occurs when selecting a different track in the playlist or a whole 'nother playlist entirely, help?

I can relate to that aswell; Playing tracks from time to time causes the client to crash.
My guess is, the files are corrupted or Steam has an issue with playing them.. Because this wasn't a thing before the recent Steam client's update.

also i reinstalled steam (which didn't fix it)
