Go to your steam instalation directory (ex. C:\Program Files (x86)\Steam) and delete everything except steam.exe, and the steamapps foldler. Then run steam.exe and it will redownload everything which should fix any corupted or misconfiigured things that were cauinsg that error.

Then run steam.exe and steam will redownload it self updating to the latest version, and fixing any bugs usually. All your settings are saved in the cloud anyways, so it only takes 1 sec to get steam back to how you had it.
