Open your steam install folder, (probably something like this "C:\Program Files (x86)\Steam"), then delete everything EXCEPT steam.exe, and your steamapps folder (where all your games are)

Then double click steam.exe, steam will redownload everything and should repair itself, will take a bit.
I'm afraid that may be the issue I have now. I have no idea how to open the install folder. .__.'

Has this problem been resolved? For I am experiencing the same problem right now.
It's been resolved, just follow what Sgt. Sausage posted

So I have to delete all my games if this happens in order to fix the issue?
No, open the Steam install folder, and delete everything EXCEPT Steam.exe and your steamapps folder.

I have deleted my stuff multiple times now to no avail. I think it may be a corrupted update for some of us.

I might have received this corrupted update. I've tried uninstalling/re-installing at least a dozen times. I tried a system restore, I've tried a ton of stuff. Not sure what to do at this point.

fix this now!
For anyone that is still having a problem after doing what Sgt.Sausage said, I may have a solution:
Right click on Steam.exe
Click Properties
go to the compatibility tab
Check the box for running in compatibility mode, then select your OS (If on Windows 8 like me, use Windows Xp service pack 3.
hit apply and ok
Launch Steam
Allow UAC prompt
It will then say it is not recommended to run Steam in Compatibility mode. hit cancel.
Login in to your account
I had to agree again to the terms and conditions.

After that, Steam seems to be running just fine. i would recommend trying this to anyone having trouble, I was blocked by this error for 4 days.

I had the same problem. Fixed it by running Steam's installer and choosing the Repair option. Worked fine after that.
