A "target base" is a base that a group is discussing about raiding. The discussion might determine how much boom is needed to complete the objective of the raid, with the objective ranging from breaking into the loot room, to foundy wiping the base. Another subject of the discussion may be on intelligence gathering, such as scouting the number of defenders that are expected to be online (whether the base is "active" or not), and the potential need to build a raid base (and perhaps where to construct it). A raid may be cancelled if the defence of the target base looks too strong.

In 2017, players used Steam guides and Rustlabs to calculate how much boom was needed. By 2021 there were also boom charts.
