The Government is sometimes classed as a zerg, although there's disagreement on whether it acts like one. The distinction between a zerg and the culture of the Government helps describe why the Government is unique.

Zergs may be considered as large autocratic raiding parties that frequently work closely together, while the Government is comrpised of small groups that chase their own objectives - some of it focusing on creativity/roleplay, and the members forming a democratic system rather than following an autocracy.

In terms of scale - if a zerg is around 10 members being active in a raid at the same time, then the Government has rarely acted like a zerg. There might be some ambition by Gov members to conduct large raids, but they don't have an authoritarian leader to put the raids together or involve the majority of members, so it's been considered as a decentralized zerg at most.
