After looking into the issue I have found out what has caused the offer to sit there. The ♥♥♥ did receive the offer and try to accept but it received error 25 when accepting as that would cause its backpack to be overfilled

I will look into why the listings are not getting updated and I know about the site login. Logging into the site has no purpose which is why its not fixed
