Generally a small problem but can have a few different causes.

Easiest test/fix - is to rename my documents / rockstar games / gta v to -old.
Test. This resets settings, saves, permissions, and clears potentially corrupt files.

There is also the potential for lack of admin/perms - try R* launcher, or steam as admin. This includes launching the game from within steam, not the launcher. Onedrive/controlled folder access also have potential to cause this. Preferably you just whitelist/exclude/allow access for things in controlled folder access. For onedrive, don't use it, disable it - to do tests, or just configure it not to backup my docs / rockstar games / gta v. Typically isn't useful anyway.


If you can open the R*/social club websites - the above should be tested first. If you cannot open them - then there is the standard power off modem/router 5-30 mins, overnight, test vpn, firewall, av,security, change dns, contact ISP, etc. Other links cover this better.
