GTAV - R*/nonsteam version - common cause/fix log/info providing~
Edit'd - this post is for R* / non-steam version.
( Steam version of gtav - go here )

Open my documents - RENAME rockstar games to rockstar games-old
(your saves will be backed up in the renamed folder / gtav / profiles / <profile name> / sgta*.*)
Open program files / rockstar games - delete social club folder (retail version)
Open program files x86 / rockstar games - delete social club folder (retail version)
You can directly download social club installer here - SocialClubSetup [patches.rockstargames.com] This social club link - MIGHT - be old. Current version is 1.2.3.8
Rightclick the socialclubsetup - run as admin.
Rightclick your gtav icon - run as admin.

R* version GTAV also has this launcher-
http://patches.rockstargames.com/prod/gtav/Launcher_EFIGS/GTA_V_Launcher_1_0_877_1.exe

Additionally--
IF you use/used mods--- verify its working as vanilla first. ( or that you've cleaned the mods )
Navigate to your gtav install folder. ( View file extensions, hidden and system protected files )
Compare your folder/files to the screenshot - delete anything that is NOT in the screenshot.
( Ignore date, time, type, size - leave commandline.txt IF you use it ) -----
And then ===> VERIFY. (R* version - use gtavlauncher.exe -verify in command line)

Also install/reinstall-
https://www.microsoft.com/en-us/download/details.aspx?id=35
And both vcredist x86 and x64
https://www.microsoft.com/en-us/download/details.aspx?id=30679

And, I would google DDU, run it in safemode to clean/uninstall your gpu drivers.
(predownload updated/fresh ones - and reinstall those after you've cleaned)

Next - google adwcleaner from toolslib. Download/scan/clean/restart pc.
(yes, it "may" occasionally "detect" software you think is "necessary/awesome" - don't care)
Clean it. You can always reinstall it later. The idea is to test with variables removed.

Open my docs / rockstar games / gtav / launcher.log - copy it all and post it here.
( !!! now in my docs / rockstar games / launcher / launcher.log !!! )
Open my docs / rockstar games / socialclub_launcher.log - copy it all and post it here.
(here being YOUR thread - not the thread/post that this post is in ugh)
Then start/run (winkey+R) - eventvwr.msc - custom views - admin events - sort by timestamp.
Find/copy/post the gtav related crash log.

Be aware - the above is basics. All sorts of strange interactions can happen with conflicting apps, programs, drivers, settings, and hardware, and updates - especially windows 10. Largely bypassed by opening msconfig - services tab - HIDE MS services - and disable the rest. Then, startup tab in msconfig (or taskmanager) - and disable everything on startup there too. Apply/restart pc - and try again.
This link (NOT the link inside) has more related steps/requirements/info for gtav-

If the above is proper - it helps narrow down. The logs/reports "should" have codes or file conflicts that you can work with. A few are on my profile.
