IDE?
I use Emacs to write programme, but emacs not an IDE: it's a whole OS.
And vi or sublime text a lilbit. :).

Visual Studio. I'm running VS2015, but it seems like any version is just as good. It's just my opinion that it's the best, but can anyone argue against it?
I guess that varies for whatever language you are using Visual Studio for, but most people who code in C# use Visual Studio I guess. I currently use just Sublime Text and the terminal. But in the past when I was an active Java programmer I would use Eclipse a lot.

Emacs, but not for Java. Java and Scala are the only languages, where I prefer Intellij, bacause JDEE is awful. You can not find the best "IDE" for every language. Emacs isn't a IDE for me, I do everything in Emacs, checking mails, coding, IRC, browsing the web for documentation, managing the OS. For programming I prefer Emacs because there is a huge support for the most langauges. I code mainly in common lisp and Haskell, Emacs + SLIME is far better than LispWorks or any other IDE.

I use Eclipse IDE, but I'm not saying it's the best.
Nobody would ever say Eclipse is anywhere near good. Visual Studio is pretty good when it works.

Well, I never would say VS is anywhere near good, cause the Visual C/C++ compiler is awful and VS is bloated as fuck.
