Unable to download mods
so, i have the binding of isaac rebirth (plus all the addons) and when i go to modding of isaac rebirth, the download button is still in gray and i cannot download mods.

my steam profile is set to public, but i still can't install anything

(i didn't get the game on steam, i got it from a friend who just sent me the files)

That's why. You can't download mods if you don't own the game legally (bought it). Steam is the only place to get it.

That's precisely why you have to log in with your Steam username on moddingofisaac, to check if you actually own the game or not.
