This is a well-known bug in GTA IV and EFLC that affects modern graphics cards with 2GB or more of VRAM. To work around the issue, you need to run the game with some command line parameters enabled.

Right-click "Grand Theft Auto IV" > Properties > Set Launch Options > Add the following text exactly as follows:

-nomemrestrict -norestrictions

OK > OK > Launch the game.
