There is nothing in the rules that says that having an unwhitelisted gang is against them.
You just get perks for purchasing i.e Skinned uniforums and a Vest. Skinned Car and you get the ability to use a gang shop customed to you and your gang, Teamspeak Channel and Icon.

On other servers, gangs cause upwards of $150, here they are only $45. And Plus Right now we have 2 different chances to win gangs. Its not that hard to get your head into the game.
