USA had kept a number of BB while Jap could build CV without breaking the treaty.
In the game it would slow down the growth of US CV fleet.
The mod would require The Giant Awakes before Naval Effort (need to recheck name of focus). So US national focus will be forces over to other things until the WT treat level grows.

I mentioned this at the very begining and another good group are using this, so I think we should use it. It will add some stability to N Africa and give UK some defensive options

I agree written rules should be few. In addition, I believe in a game that is as open as we can keep it within the historic form.
Most off all now I think we need to take away the security of a passive SU. Axis should not be able to forget about SU until 1941.
