It could be common for the marine team to vote a commander out of the command chair if another player with more experience was willing to take the role at the start of a match, so it was essentially an unwritten rule that the most experienced marine would take the seat, although there wasn't any indication about which player had the most experience, but it was a small scene, so the regular players seemed to know who was the best pick for the seat.
