Meanwhile steam changed policies because people were abusing lower-cost regions a lot (it was cheap for them, not meant for the world) - now 4-packs get locked in their region, where they was bought, previously the pack itself was locked, but after "opening it" with redeeming a game the other 3 copies were ROW.
Seems like the problem is that the region is not properly visible on the gifts - your games were locked to US/ROW (essentially making them locked to the whole Earth, so no lock) while the copies you try to trade are locked to a certain, not-US region. (When I got a Frozen Synapse prime from HB and got an extra copy, it also said it has some region locks but as I'm in EU Hungary, it basically makes it ROW, while asian buyers reported it to be asia-locked for them, etc)
