I just want to get to the end of what happened - I paid the paypal fees, so, I just don't get what has happened and I want to get the answer from as many people as possible who have had the same happen.

So far, I am thinking the events are:

I click send money
I choose USD & do $1.8?
I picked the to a friend/family option
I click the I will pay fees button.

Paypal sends $1.8? and tells him that $1.85 USD has been sent, I actually pay a tiny bit more for the fee.

He has a CAD Paypal account and not a USD one... so, Being by transfer was in USD, when he withdraws it, not only is it less in CAD, but, he also has to pay a small fee to get it to clear.

When he got it, it was about 30c short.

... I want to see more feedback, but, I am thinking this is what happened now...

I sent using gift with I pay fees checked and didn't have a problem.

($1.85 + $0.02 fee = I paid $1.87 and FearLess got $1.85)
Sent in USD, converted from EUR.

Fee is higher, if account's are from different countries (Crossborder fee of 0.5%).
Also some most countries (apart from US/CA) have higher base fee.

3.4% + 0.30$ within EU
3.9% + 0.30$ EU -> US

I think China has 4.4% base fee and thus 4.9% + 0.30$ for crossborder transfers.

Edit: If you pay from paypal balance, it has only crossborder fee.
