Is there a set max % a host can ask for when accepting Steam Wallet as payment method?

i've tried telling them that the maximum profit they can make is 6% with paypal, or 10% with steam wallet, which is 25% markup minus the 15% tax.
People are trying to make profit left and right. Unfortunately a lot of traders are in this group trying to increase the price as much as they can. I suggest to find a few guys that accept wallet and stick with them.
