I just tried paying someone in France for a key from the $1 tier of a Humble Bundle and the fee was the amount of the transaction.

Needless to say, this is going to make it too expensive to pay for the low tier bundle splits; I guess I'll have to try to find people willing to trade wallet :(

After re-reading, I think you are right. I am seeing the same new layout but am also having a similar issue to filmgoerjuan which is possibly a Canadian only thing.

Still not fixed for me. Appears to be targeted at Canadian accounts. For the past 1 year I have been able to send USD payments and receive USD payments. Usually there is a very small fee using Friends&Family of $0.01 to $0.03 for me, which is fine. I have a positive PayPal balance of $31.00 currently in USD funds.
This is what happens after Oct. 10 when I try to pay my friend $1.99 for a bundle split.
Logging into PayPal I select;
"Pay or send money" ->
"Send money to friends or family"
(There is no transaction fee when you use your bank account or PayPal balance to send Canadian dollars in Canada.)

As you can see they changed the text also. I can't avoid this fee. I have USD funds in my account available to send. I tried both USD -> USD and CAD -> USD. Both charge a fee equivalent to the Bundlesplit. Hopefully this changes.
For sending USD, the max fee should be [1.06*cost +0.3$] -- use 1.07 to be on the safe side.
Seems best to avoid the micro transactions if there is a fee everytime. I find it weird how the fee is equivilent from $0.01 to $4.99 where it caps. For example in the past I could purchase 1 game from a Tier 1 split for $0.33, send the payment via Friend and Family, it usually cost me $0.33 + $0.01 fee. Now I have a $0.33 payment + $0.33 fee (totalling $0.66). It seems match the payment amount until $4.99 where it caps. Even if I send $2.50 to someone now it will have a fee of Payment $2.50 + $2.50(fee). It kills the small transactions we use here. I may send a larger amount to someone with Goods and services for the smaller fee and the leftover as credit.
Moreover, even in some of the places that do have F&F the fee exists -- it's just being paid from the sending side.
That is why when approached I recommend getting a total of at least 1$ or if its a T1 game from an active bundle then get it from HB itself.
