Are you still looking for it? How work steam wallet? I am from EU but also accept egift code from Amazon.com, so there would be no paypal family and friends fees.

whoops, yeah I got the game. I found out how wallet works, you have to buy a tf2 or csgo item from the seller and overpay the amount you want to transfer to their wallet
