Edit: Apparently some people were able to activate Dishonored, but not Fallout: NV, so just check carefully before buying/trading.
Is that a comprehensive list of ineligible countries? If so, I'll update my post to include it.

"Due to Steam key restrictions this deal is not available in:
Poland, Ukraine, Romania, Germany, Hungary, Slovakia, Czech Repub, Lithuania, India"
However, reading the replies from that thread, it looks like many people from those countries can still activate the keys for Dishonored. Some people from Germany say they can also activate Fallout 3 and New Vegas.
But, some CANNOT activate Fallout NV or Rage (I just traded with one person who also couldn't activate Fallout NV). I think this is due to Cenega ("1C") handles publishing in all those countries (except Germany) and region-restrict the keys.
I am not sure about other games, or specific case for each country in that list. But NOT all keys are region-restricted, just remember to check/search around before buying/trading.
