He is 1 guy doing this in his spare time.
He recently changed server host to increase stability with the new improvements.
He moved the game into beta and added custom zombie skins/sounds/AI.
And added the fairly functional Visibility mechanic.
Yes the server is still laggy, but only when its full (24/24) and people kill eachother.
(excessive bags create more lag)
True we dont have a forum but if people would use a forum, then why not start by using the group and not have 2-3 active members here..?
Admins would be needed for..? There is no rules, it's the law of the jungle on the server and prop spawn along with any kind of lua change is disabled, so mods/admins would only be needed to move players and save them 20 seconds it takes to suicide when lodged in some place they shouldnt have been to begin with.
I'm pretty sure that since this is the first beta patch, he is considering a lot of changes, and a lot of things to add to the game. Just give him some time.

I offered him as many Dedicated servers as he could wish, with 1 gbps lines, DOS protection and its all hosted in a Government Facility in Houston Texas. He turned me down because he doesn't care about Gmod Dayz anymore. He just wants the money. Sorry to say it guys, This gamemodes going nowhere!
