Francis II rebels against French government that was supporting America. He was angered about the money being spent over in America. He leads a revolt for the people and overthrow the Monarchy and puts himself on the throne. He is able to cut wasteful spending and generate more money and businesses. So the government never goes flat out broke or the "let them eat cake" incident doesn't happen. So the people are not starving and the government isn't super poor.
