Any update on this one yet? If I remember correctly, Trance works that way too, so if you delay a tranced character's turn with LT, s/he can stay in trance indefinitely.

I figure the algorithm should work in a way like this:
Setup: For simplicity, let's say you only have Zidane and Garnet in your party. Assume Garnet has a turn, but nobody needs healing. Zidane would be next, as he's 1/4 ATB bars away from getting a turn. He's ready to attack an enemy who will counter attacks, so Garnet will likely have to heal Zidane after his turn. Garnet is in Trance and has Regen and Haste. Between each phase, an enemy may attack if it's their turn.
1. Garnet's turn, you press LT.
2. Everyone's ATB gauge goes up, until Zidane's ATB bar is full. Zidane gets a turn.
3. Garnet's "clock" also goes 1/4 ATB bars ahead (or more if Haste has an effect there), so if Regen is supposed to heal her, it does so now, and if her trance bar is supposed to deplete a bit, it does so now.
4. You press Y to move control from Garnet to Zidane.
5. Zidane attacks an enemy with a physical attack. Zidane's ATB bar is depleted.
6. The enemy counters by hitting Zidane.
7. Garnet heals Zidane. Her ATB bar is depleted. If Regen is supposed to heal her, it does so now, and if her trance bar is supposed to deplete a bit, it does so now.
8. Due to Haste, Garnet gets her turn before Zidane. Her ATB bar is full. If Regen is supposed to heal her, it does so now, and if her trance bar is supposed to deplete a bit, it does so now. Go back to #1.
No no, don't go to the GitHub, you won't need Unity, Visual Studio, Mono.Cecil and whatnot, they're only there if you want to work as a developer. The first post on this topic currently says:

"A new version is available: (05.06.2016)
Git: https://github.com/Albeoris/Memoria
Build: yadi [dot] sk/d/FVB-1Qs3rJwnz"

You want the "build" link, not the "git" link. Here's some more detailed instructions:

1) type the following to your browser's address bar:
yadi[dot]sk/d/FVB-1Qs3rJwnz
replace [dot] with a dot, i.e. this: .
then press Enter. (I don't know why the URL isn't given here directly, but I'll respect the modder's wish not to give out a direct link.)

2) After pressing Enter, you're taken to a page with a downloadable file called Memoria.zip. Press "Download", and save it somewhere, for example, your Desktop.

3) Open the zip file with any program that can open it, such as WinZip, WinRAR, 7zip etc.

4) Extract all files inside the zip file somewhere, for example, create a folder called Memoria on your Desktop and extract all the files there.

5) Open the Memoria folder you just created, and double click on the file called Memoria.Patcher.exe. The mod will install itself to your Final Fantasy IX folder.

6) Run Final Fantasy IX, and then quit it. This will create a file called Memoria.ini inside the Final Fantasy IX folder.

7) Open Memoria.ini with WordPad, NotePad, Word or some other text editor. Edit the settings to whatever you like (I should write a more detailed explanation, but this post is already way too long), then save the edited file.

8) Run and enjoy your modded version of Final Fantasy IX.

If these instructions weren't clear enough to get the mod installed, I give up. :'D
