how to let this mod happen i start game sometime it's work sometime it's not , what do i missed?.

any chance for a deadly mori mod? all of these (great) mods are for land units, and i cant find a single mod to buff the navy. i am using the expanded map mod, it reduses the upkeep acrossed the board. i can hold a city with 3 ashigaru, but still need a full navy when a million ships want to block the ports. if the prices change it wont work with the latest expanded map mod. sorry for the shitty spelling, long day.
