The Medic is a very fragile class, and giving him a medigun that deals damage isn't a good idea because of how fragile he is. Think about it in those terms, it would be used less than the Vaccinator does!

Giving him the Worst Battle Medic Weapons if he ran out of Syringe for the Primary.
