You know what just every weapon that has damage taken to get resistances should just be replaced with damage done. Getting reward for doing something bad (taking damage) isn't good.

Eyyyy, speaking of a shield for the Heavy, that gave me an idea. And no, it doesn't involve giving him a projectile shield from MvM, no. That's a terrible idea. The Tank gave a great example of how that could be used.
Something like...

Replaces your primary weapon with a Riot Shield. This Riot Shield has the equivalent of 600 HP. Crits/mini-crits do not affect damage dealt to the shield.

(+) While Riot Shield is out: You take minimal damage from the front. All damage not taken is absorbed by the shield.
(+) Primary attack is a shield bash, dealing 50 damage and knocking them back.
(+) While Riot Shield is put away: You take minimal damage from the back, and all damage not taken is absorbed by the shield. Backstabs will deal only half damage if the shield is above 300 HP, but it breaks the shield.

(+) Picking up ammo while the Riot Shield is active will restore the Riot Shield's health based on how much ammo is in it, reduced by 50%. So a full ammo pack restores 300HP, half ammo pack restores 150HP, and a small ammo pack restores 60HP to the Riot Shield.

(-) Riot Shield will break if it reaches 0 HP.
(-) If the Riot Shield breaks you must collect enough ammo to restore it to full HP to regain it.

(+) 10% Of the damage your patient deals is returned as ubercharge.
(+) 25% Of the damage you deal is returned as ubercharge.
(+) Ubercharge remains active even when your medigun isn't out.
(-) Ubercharge does not build through healing.

Ubercharge affects you, your patient and all players within your heal radius.
Ubercharge allows for AoE healing even when the medigun isn't out, and provides a Battalion's Backup effect to all within the radius. Damage dealt by your patient or you during this time will extend the duration of your ubercharge.

A medigun built specifically for battle medics, without using the terrible "lock onto enemies to drain health" idea. Although I'm a bit worried about the number I used for how much ubercharge is returned from damage your patient deals, because classes like Demomen could easily give you an instant 10% ubercharge if they're accurate, or Pyros could build up charge easily with how quickly their Flamethrower deals damage.

(+) Ubercharge can be set to trigger automatically under certain circumstances. Toggled via your Reload key.
(+) 50% Faster ubercharge build rate
(+/-) Hold alt-fire to drain ubercharge but heal at max speed, double self heal rate and keep self heal rate fixed at max.

Ubercharge triggers automatically when your patient is at or below 1/5 of their max health. Allows them to survive one fatal attack also, but at the cost of putting 50% of the damage that would have been dealt on the ubercharge meter.
When ubercharge automatically triggers the medigun will drain ubercharge to heal at max speed until your patient is at or above 1/2 of their max health.

When your ubercharge is at 100% alt-fire instead allows you to revive dead teammates for 12 seconds. During this time your self heal rate will double and will remain fixed at max. This does not happen when your medigun automatically triggers ubercharge.

I wish the people here cared about keeping current weapons fair as much as they care about throwing new unbalanced weapons into the game.
If things worked according to what they put their attention to, we would have a couple hundred poorly balanced weapons with more still being added and very few people drawing attention to the balance issues

The County Killer

(+) On headshot: You don't unscope or lose your charge and your next shot is reloaded 50% faster.
(-) On miss: Your next shot is reloaded 25% slower (This one is debatable).
(-) 50% Damage penalty.

A rifle geared toward dealing out quick bursts of damage as long as you can land your shots, and punishes miss-use of it (pun intended?). More effective at quickly killing multiple low health targets and for weakening higher health targets. Not so good at instantly killing high health targets.
May or may not be more effective/quicker at taking out Heavies overhealed by the Booster Shot than the Machina.
May or may not be effective in MvM in combination with Explosive Headshot and damage upgrades.
If you want numbers because you're a nerd or something (no offense intended if you are) here they are:

• Uncharged bodyshot damage: 25 damage
  
• Fully charged bodyshot/uncharged headshot damage: 75 damage
  
• Fully charged headshot damage: 225 damage
  
• Reload speed on headshot: 0.75s (0.05s faster than the stock rocket launcher/most melees)
  
• Reload speed on body shot: 1.5s (Stock reload speed)
  
• Reload speed on miss: 1.875s

The Heat

(+) Based on the current situation a "Heat" meter either increases or decreases.
Heat slowly increases when enemy players have you in their line of sight while undisguised and uncloaked, and this stacks based on how many people have you in their line of sight. Heat also increases when dealing damage while undisguised, including backstab damage which fills 1/4 of the meter.
(+) As "Heat" increases your movement speed increases, up to 25% faster movement speed than the Scout.
(-) "Heat" begins to fade away slowly after exiting line of sight of enemy players, and the speed at which it fades slowly increases.
(-) 15% Damage penalty OR 25% slower firing speed.

A revolver that can go both ways of encouraging either an aggressive playstyle or can be used as an escape tool, especially in conjunction with the Dead Ringer's speed boost, allowing you to move around at BFB Scout speeds with max heat. It's probably quite OP, despite the penalties I provide above because I'm not very good at balance, especially when it comes to the Spy, my least played class.

I will take it upon myself to make these visions come true, credits to the stat authors included. And get creative. I'll be dedicating plenty of time and focus to this, so it'll hopefully come out polished when it's done.
After posting please friend request me so when it's finished I can send you the IP to my server and actually have some people help me test the set. We will likely be testing multiple versions of the set.

That ninja set for the scout with the katana and the shurikens. It's hardly used to my knowledge, and when I use it I get my ass wooped with it. Not sure if that's because I'm bad at scout, or if it's because the set is bad... probably both now that I think of it.
