Model : Should put Green effect on the projectile and green flame, it would be better


I would put :
Jarate/mad milk type weapon for scout/sniper
(+) ignite the target for 10 second (+250% damage 10 damage by second)
(+) on hit (fire damage can apply it) : victim glow for 1 second
(-) drain 1 HP while charged (make yourself glowing for ennemies)
(-) -25% charge time
(-) can't touch yourself
(-) -25% blast radius

Gameplay : Force your victim to run away to stop the fire, but don't use it at close range :P
don't forget... it will make you glow when you can use it
