What is the time required between requesting for promotions?

The most arbitrary value you can think of <--Not possible.

It has not been discussed, but it's mainly just whether the Ordii think you're ready.

Maybe an elevator leading down a floor from the basement? Or maybe take away the left obstacle course?

This (lengthy) discussion is for:

• Warframe players who want to join the clan can request membership approval by commenting the subject "Membership", their In-Game-Name, and the IGN of any vouching members.

  • Raids: Frequent participation

What about something like:
Utility - Boolean
Initiate - Equation
Soldier - Subroutine
Sage - Program
Leader - Simulator
Officer - Computer (or PC)
General - Network (or System)
Warlord - AI

In my opinion, this is more suiting. With the Cephalon ranks, you'll have to look the Cephalons up for an order (or who they are).
