The game doesnt allow players to move the brush (that has a temporary fix) or fish (without fix and its needed to progress the game). Here's how to reproduce the issue. Please note that the first part uses new game to demonstrate how the issue is not with any specific part but rather all the game

1 - Start a new game, skip all cutscenes and enter the light portal. Keep moving forward and skipping the dialogue until you see a broken bridge. Climb the hill to the right and skip the dialogue. You'll see a constelation with a missing star like the image (1)

2 - Now you should open the brush canva with rb and be able to move your brush to draw a dot where the missing star is but you will not be able to do it as shown in the image (step 2) the cursor will be stuck on the center.

THIS ENDS THE BRUSH PROBLEM, NOW TO THE FISHING

1 - first note that im using the default control scheme as in the image (step 3) Click to edit it

2 - In the celestial brush tab the left analog will be marked as move brush by default, change it to move brush (sensitive) as in the next image (step 4) this will allow to move the brush so you can see the issue with fishing. Please note that this was not necessary before the june 14 update in order to move the brush.

3 - I recommend getting a save file just from kamui (the snow area of the game) to do this. Please be aware that the save must have all the brush techniques avaiable until the point, even the secret ones and the water tablet. This you allow you to do it faster. The game will load you in front of the kamui save mirror which should have a kind of cross mark like shown in this image (step 5)

4 - Open the brush menu with rb and draw a cross (X) over the mirror. This will allow you to teleport trought the map. Select N. Ryoshima Coast. Not N Ryoshima Coast Rocky area. N RYOSHIMA COAST

5 - You'll be sent to another mirror, move towards the water, make sure you have the water tablet equipped so you can walk over it and save time. Once you're a little far from land, open the map with LT and move in the direction of the point where I am in the image (step 6) you should see a little isle with sand and a bridge with a guy on it (step 7)

6 - Talk to him and answer yes to watch him fish. You'll have to draw a line conecting the rod to any fish at the water. Once you do that you should be able to pull the line using the analog stick left or right. But that doesnt work anymore (step 8) since the june 14 update.

I use a wired 360 controller but players have been reporting problems with ps2, ps3, ps4, ps5, steam and xbox one controller too

You can use a workaround for fishing. Edit your fishing action set so that the left joystick is mapped to the WASD keys on your keyboard.
This is not ideal as you lose the analog nature of the joystick and some people find it harder to fish like that. To me personally, I can still do it and it lets me progress the game.
This shouldn't be considered as fixed tho. The root cause of all the steam input problems people are having with all sorts of games should be found.

I use an Xbox 360 controller (wired) and have the same issue with brush; looking for any tips. Have trawled the comments, tried adjusting the sensitivity, but no joy so far. Would appreciate any suggestions.

Controller configuration: In the celestial brush tab the left analog will be marked as move brush by default, change it to move brush (sensitive). Wont fix fishing tho, but you can use WASD, like mentioned here, or wait for them to properly fix it. I just want to rollback by now

wsad just makes this fishing digital, again it was never meant for that
ever

this is such an easy fix, revert to the OLDER input drivers
steams api and drivers are becoming terrible

I have fixed the menus, we all got the brush to work
fix... the damn fishing
