controllers are not recognized by Steam's input status until unplugging / replugging them
Since a recent Steam update, when running Steam after a system reboot, my generic controllers are not recognized by Steam's input status and don't work in-game. The controllers are working normally as a Game Controller in Windows, and are detected in Steam controller settings. If I unplug / replug the controller then Steam will detect it correctly and it starts to work in Steam games.

Please let me know what could be causing the failure for Steam to recognize controllers until they are unplugged / replugged. I shouldn't need to replug my controller just for Steam to recognize it when the controller is already properly registered as a game controller in Windows.

I have a similar problem since last update. My Nintendo Switch Controller was working fine, but since this last update, the combination of RB + Y stopped working properly
I was told by Steam support to post my issue here so that a Valve developer would respond to it. Is my issue being noticed by the Valve development team?

It is inconvenient for me to workaround this controller issue, and because of the issue I am not inclined to make new Steam purchases.
Looks like this issue was fixed in one of the recent updates.
