I see people spamming into the water inside jail, so they get stuck in the floor and then get teleported to the roof for free.

Most likely caused by a trigger push fix plugin. Make sure to disable it on maps that aren't ski.

Thank you for reporting, however we are developing a plugin that fixes this.
We are sanctioning people who voluntarily exploit this glitch.
