Contingency Orders for the Grand Army of the Republic
The Contingency Orders for the Grand Army of the Republic: Order Initiation, Orders 1 Through 150 was a compilation of contingency orders that were to be carried out under various circumstances by the Grand Army of the Republic. Any Clones found in violation of any of these orders, especially Clone Commanders, would be stripped of their rank and rendered subject to execution.


Order 4: "In the event of the Supreme Commander (Chancellor) being incapacitated, overall GAR command shall fall to the vice chair of the Senate until a successor is appointed or alternative authority identified as outlined in Section 6 (IV)."

Order 5: "In the event of the Supreme Commander (Chancellor) being declared unfit to issue orders, as defined in Section 6 (ii), the Chief of the Defense Staff shall assume GAR command and form a strategic cell of senior officers (see page 1173, para 4) until a successor is appointed or alternative authority identified."

Order 6: Throwing away communicator as fast as possible.

Order 9: (Server made order.) Destroy any and all Republic intelligence and assets before retreat to keep it out of enemy hands.

Order 37: Capture of a single wanted individual through the mass arrest and threatened execution of a civilian population. Follow-up directives include scenarios for body disposal of civilian casualties and suppression of communications.

Order 38: (Server made order.) In the event of the failure or invaluable 'Order 37', Order 38 is to indict the affected population for treason against the Republic with imminent destruction of people, property, resources, and planetary vitality, in order to prevent escape of Order 37's subject, or spread of treasonous thought.

Order 65: "In the event of either (I) a majority in the Senate declaring the Supreme Commander (Chancellor) to be unfit to issue orders, or (II) the Security Council declaring him or her to be unfit to issue orders, and an authenticated order being received by the GAR, commanders shall be authorized to detain the Supreme Commander, with lethal force if necessary, and command of the GAR shall fall to the acting Chancellor until a successor is appointed or alternative authority identified as outlined in Section 6 (IV)."

*Order 66: "In the event of Jedi officers acting against the interests of the Republic, and after receiving specific orders verified as coming directly from the Supreme Commander (Chancellor), GAR commanders will remove those officers by lethal force, and command of the GAR will revert to the Supreme Commander (Chancellor) until a new command structure is established."

Order 67: (Server made order.) Execute named target(s).

Rules of Engagement

Level 6: Do not engage. (This restriction only applies to the clones, as they are expected to be disciplined enough and expendable enough to follow this command)

Level 5: Apply only non-lethal and defensive measures. (Do not engage or provoke.)

Level 4: Apply necessary force to accomplish objective. (Necessary Force is determined by using less than or equal too force to neutralize a threat. It should be noted that personnel of the Grand Army of the Republic always reserve the right to detain or procure assets from civilian populace if deemed a possible threat, or asset in objective.)

Level 3: Wait for conformation to shoot or destroy confirmed enemy. (Ask to shoot the thing that is shooting at you.)

Level 2: Wait for conformation to shoot or destroy possible enemy. (Ask to shoot the thing that moves.)

Level 1: Shoot or destroy any conformed enemy on sight. (Kill anything that shoots at you.)

Level 0: Shoot or destroy anything that poses a threat on sight. (Kill anything that moves.)

Miscellaneous Rules
(This is more for RP/Server extra stuff but should also be taken IC)

Relationships: There is currently no rule in the Army against them. However, under Kaminoan Product Control Rules there is. Some may choose to overlook this as it is not a Army Rule and the Clones are Army Property, but some may also enforce this to honor the Republics deal with Kamino and punish clones for it.

Drugs: Smoking and Drinking off duty is permitted so long as it does not interfere with duty. Illegal substances are of course illegal. It can be assumed that Clones Smoking or drinking would be highly discouraged, but in a loop-holey way allowed.

Punishments
Punishments range from severity. Minor things could warrant a physical punishment such rigorous training or legal actions such as blackmark on record, or small jail time. Where larger things could warrant larger jail time, or even execution.

There are court marshals, and rights to fair trials for non-clone personnel. Clones however may not always receive a fair trial as they are deemed less than human or equipment.
As this subject can be a gray area that depends on the action punishment will be left to the officers. Should a punishment seem unfair or unjust, or unfitting or the crime address this OOC with the officer, if there are problems ask an admin to give there input with both parties.

OOC Note

Server Ruling:

Though we accept inhibitor chips as canon, we have decided for RP purposes that the chips are only in effect for “Programmed Orders” or orders that would be programmed into the chip, forcing clones to obey (marked with an asterisk *). However, we also ruled that they can be overridden by will power or logical thinking (as seen in some official canon comics). For example, if your trooper should strongly believe the order is a false trick by the enemy, logically they can counteract the chip. Or say your clone has a strong moral or ethical argument, for example they have strong feeling toward civilians. They can fight the chip.

RP Guide for obeying the chip:

When obeying the chip, the clone would mostly revert to base programming. Showing little to no emotion, and preforming actions swiftly and effectively by what ever means necessary. Think of this as the clone entering a hypnotic state, where they are not in control of themselves. They become organic droids.

After following the order to completion and being dismissed the clone would regain full control. They would have full memory of the event, but the event would feel like a dream. Depending on what the order was, and the individual clone’s personality or mentality they may experience remorse, guilt, or other symptoms that come with being forced to do something against their will.

RP Guide for fighting and or disobeying the chip:

When fighting the chip, the first actions would be as if obeying the chip. Only this time, rather than going along with the rest of the body, mentally the clone would be questioning the order and trying to regain control of himself.

Fighting does not mean disobeying. Rather it can be shown in the smallest ways from a hesitation, to a question being asked such as “why?” or “should we?”. Physical displays of clones shaking, or forcing themselves to walk the other way, or lower their blaster would be more extremes.
