CONSUL
(Appointed in times of need for complete oversight of the Senate and it's powers to govern T.S.P.R.)

(with these requirments, obviously this is an admin position, regular paperwork out of game is required. A Senator serves as a voice for a portion of the general populace and as a moderator on coms/platforms )

Requirments:
-Roman citizen
-Represent 10 "members" min
-Served in the military (2 weeks, in game daily, 1 hr min.)
-General knowledge and use of Steam Groups
-General knowledge and use of Google Docs / Sheets (capable & will use)
-General knowledge and use of Trello (main source of information sharing)
-General knowledge and use of Teamspeak
-General knowledge and use of Discord

Group Rules
Citations are both a warning and a half-demerit. A citation will last for 1 full week from the time that the person receives one. Afterwords, assuming that no other citation or demerit was received, the citation will be dropped from the record completely. Should a person receive a second citation during the week period that they have the first one, both will be removed from the persons record, and a full demerit will be applied.

Receiving an excessive number of citations over time, may cause a person to Internal Affairs, even if those citations do not warrant demerits enough for it normally.

Unlike with demerits, citations will not come with any additional sentence.

Offenses will function on a point system. receiving 3 points will automatically put you in front of the Internal Affairs or a jury of peers from the group, for judgment based on your offenses. Should you remain in the group after this, 1 more point will earn you a direct qualification for a vote by the Senate to be removed.

1 POINT-Ordinance Offenses - Mostly Warnings but possibly short term indentured servitude
Unintentional theft, accessing restricted areas, leaving gatehouses or keep doors open, logging off with tier 1 items without authorization

2 POINTS-Minor Law Offenses - Minor punishments (public/private apologizes to indentured servitude to fines)
Deliberate theft, assault, false representation, repeated ordinance violations, insubordination, mild toxic behavior, damaging another guild’s resources, sharing info with outsiders without malicious intent, unauthorized donating to outside people

3 POINTS-Major Law Offenses - Major punishments (exilement)
Racism, sexism, treason, cowardice in combat (decision of the military minister), espionage, major toxic behavior.

MAJOR OFFENSES DEFINED BELOW:

Major Law Offenses are among the highest crimes a member can commit. These crimes will likely result in punishments ranging from removal of citizen status to complete removal from Rome to complete exile from T.S.P.R. These are not the only possible punishments but are the most likely. The punishments will fit the crime committed.


Racism: Any act or speech used to degrade, insult, reduce or humiliate based upon their race. Such an action is taken very seriously in T.S.P.R. In fact T.S.P.R has a zero tolerance policy on the matter.

Sexism: Any act or speech used to degrade, insult, reduce or humiliate based upon their gender. Such an action is taken very seriously in T.S.P.R. In fact T.S.P.R. has a zero tolerance policy on the matter.

Treason: Any action that has no other purpose other than cause any level of harm to T.S.P.R. personnel, assets or our allies. This can range from purposefully leaving gates open for enemies to smuggling weapons or food or any items to assist those who would harm to providing info to those who would do us harm. Such actions is taken very seriously in T.S.P.R. In fact T.S.P.R. has a zero tolerance policy on the matter.

Cowardice In Combat: Any action or speech that is meant to spread fear or rout without orders. Any T.S.P.R. personnel who run from battle without orders, refuses to fight in a mandatory "All Hands" combat scenario, any speech meant to cause damage to morale or instill doubt among their comrades with the ultimate goal of causing others to rout without orders. Such actions is taken very seriously in T.S.P.R. In fact T.S.P.R. has a zero tolerance policy on the matter.

Espionage: Any action that is intended to gather and disseminate information about T.S.P.R. for any purpose or any other group. Such actions is taken very seriously in T.S.P.R. In fact T.S.P.R. has a zero tolerance policy on the matter.

Major Toxic Behavior: Any action or speech that is meant for nothing other than to degrade, insult, reduce, humiliate, anger or cause any form of mass negative opinion. This may also be used for someone with a long pattern of unresolved “Minor Toxic Behavior” incidents. Such actions is taken very seriously in T.S.P.R. In fact T.S.P.R. has a zero tolerance policy on the matter.

SUPER MAJORITY SENATE VOTING

T.S.P.R. runs off a supermajority vote system for high tier decisions, ⅔ (66%) vote is required from The Senate to pass. The following falls under this measure but these are not limited to:

Banning or Kicking of a Player
This would be banning or kicking of a player from T.S.P.R. group entirely (banishment/exile/expulsion). This does not include kicking a player from a single guild or group. An example where this would not apply would be kicking a player from Rome, but not kicking said player from the group in its entirety. In this case the player could join a governor T.S.P.R. In order to completely remove a player from T.S.P.R. in its entirety, a ⅔ (67%) vote is needed by the Senate.

Declaration of an Offensive War
Offensive war is defined as T.S.P.R. is the aggressor in a case where the party who will be the defender in said war has taken no aggressive action towards T.S.P.R. recently. Aggressive action is defined as raiding a trade caravan that is knowingly belonging to T.S.P.R. (except in the case of private merchants), raiding the people of T.S.P.R. (including governors), issuing trade restrictions or otherwise hindering the trade of T.S.P.R., skirmishing with patrolling units of T.S.P.R.. At least ⅔ (67%) is required to pass a declaration of a major offensive war. All other wars not fitting this definition would not apply.

Removal of a Senate seat
The Senator in question would not be counted. Therefore during a full senate of 7 members, only 6 votes would be counted. At least 4 would constitute a passing vote. In the case of kicking a Senate member or administrator to first be removed from his/her position; then, subsequently a vote could be called to kick the player from T.S.P.R. in its entirety.

A Citation will be handed out by Judges to individuals for minor issues that are not significant enough to warrant a full demerit, they are intended as a warning to the player to stop their activity before they receive a more serious punishment. Examples include continuing an argument after a Judge has asked you to stop, refusing to acknowledge a judge after he has intervened in a situation, or being excessively argumentative, or unhelpful towards a Judge when he is trying to deal with a situation.
