A high tour count means only 2 things: They bought a lot of tickets, and they completed those missions on official mvm maps
This disregards those who reuse their tickets, or play on different servers such as sigsegv's servers.

For example, a pyro (without using cheap tactics such as gas passer) can collect cash, do good damage against the robot horde, and do outstanding damage against tanks.
A medic can do none of those things.
A spy can collect cash and do damage, but his cash collecting ability pales in comparison to scout most of the time, and his damage abilities also pale in comparison to scout as most of the time, the spy can only target giants.
