I am pleased to announce to the United States Senate that a treaty with France has been signed on behalf of the United States in order to purchase the Louisiana Territory. It is my hope that our senators recognize the benefit of such a treaty and quickly vote in favor of it.

-Peace and friendship between the United States and France

-American non-military support in France's war with the Second Coalition

-The United States shall pay France 50 Million Francs.

-The United State shall cancel French debts worth a value of 18 Million Francs.

-France shall cede the entire Louisiana Territory to the United States and give up all claims to the area.
